Emerging from William Penn High School in York as a three-sport athlete, he attended Gettysburg College and wrestled for the Bullets at 123 or 140 pounds. However, it was after graduation that Toggas became well known in the world of wrestling. He was Biglerville’s head coach for six years and in 1964 moved to West York High School, spending 25 years at the helm. Toggas’ teams compiled a 300–110 record; produced five league titles; six section champs; 12 regional champs; 18 PIAA state qualifiers and three state champs. Twice named York County Coach of the Year, he was elected to the District III Wrestling Coaches Hall of Fame, the State Hall of Fame, and in 1999 was elected to the National Wrestling Hall of Fame.
